A straightforward approach to building surveying
Tecnica Building Surveyors & Consultants is a Victorian-based practice providing practical support with building permits, building inspections and building certification.
Since 2019, we’ve worked with builders, architects, designers and owner-builders who want a building surveyor that is easy to reach, clear in their advice, and reliable on timeframes. Most of our work comes from people who stay with us and refer us on.
You’re not dealing with a call centre or a rotating team. You work directly with a building surveyor who knows your project and is happy to explain what’s required in plain language.
How Tecnica began
Tecnica was started in 2019 with a simple idea: building surveying should support a project, not slow it down.
Before launching the practice, we kept hearing the same stories from industry – slow responses, unclear feedback, and approvals that felt like a black box. Tecnica was created as a more responsive, relationship-based alternative.
Since then, we’ve supported a wide mix of projects across Victoria, from single dwellings and extensions through to small developments and commercial fit-outs. Our growth has been steady and organic, built on trust, repeat work, and referrals.
Our Team
Kim Fernando
Director- Building Surveyor - Unlimited
Kim commenced his career in Building Surveying Eighteen years ago in Local Government. He has since worked in both Local Government and Private Practise with experience in both the commercial and domestic areas. Kim has a strong interest in the Construction industry and enjoys dealing with the technical aspects of Construction.
Dean Mitrousis
Permit Coordinator
Dean commenced his career in Building Surveying 5 years ago in the Capacity of Permit Co Ordinator. Deans’ duties include managing the issuance of Building Permits, co ordination and scheduling of mandatory inspections, liaison with stakeholders in relation to matters pertaining to projects at hand. Dean possesses a high attention to detail and will ensure keeping your project on track.
Daniel Karac
Assistant Building Surveyor
Daniel commenced his Building Surveying Career with Tecnica and is a cornerstone within the company assisting the Director with Building Surveying duties. He brings across a thorough approach to assessment and liaising with the various stakeholders in a manner which assists them to get the right answer.

How we’re different
Personal service
Every project is different. We take the time to look at your drawings, understand your program, and talk through your options. You deal with the same surveyor throughout your job, so you’re not repeating the story each time you call.
Availability
We know how frustrating it is when you can’t get in touch with the person handling your permits or inspections. Being available is a big part of how we work: answering calls, responding to emails, and making time to clarify details before they become issues on site.
